He was appointed as the "guiding Lion" in June of 1992, assisting with the organization and chartering of the "Seekonk Heartstone Lions Club," for which he received the Melvin Jones Fellowship, the highest award in Lionism in 1995. During his years with the Lions, he was involved in many community events, including the construction of the first concession stand at the High School, began construction of the soccer fields on the Water District Property at McHales's Pond, helped build the Lions Christmas float, haunted house, GEN Memorial Classroom, worked tirelessly at many Clam Boils and many other Lion's functions.

A member and past Chairman of the Planning Board for over 15 years and served as an alternate on the Zoning Board of Appeals for 3 years. He was appointed as a Building Inspector and Zoning Enforcement Officer in 2016 and continued until the time of his death.

He was also a huge contributor to the Rhode Island Blood Center, where he made regular donations for 40 years.

Neal was a long-time member of the Seekonk Congregational Church, where he served as a Deacon and trustee.
